Fraser Black – CEO

Fraser spent 2 years at NERC Institute of Virology Oxford as a research scientist before moving to the first step in his commercial roles with Amersham International. He has over 30 years’ commercial experience (sales, marketing, and business and market development) in the Bioscience industry. He lived and worked in UK, Germany and the US in a variety of sectors that included President of Hoefer Pharmacia, San Francisco, Vice-President of Service, Americas for Amersham Biosciences and Global GM for Scientific Asset Services for GE Healthcare, Life Science Division. Fraser has taken leadership roles as Managing Director of BioCity Scotland and latterly as Managing Director of James Hutton Limited where the emphasis has been very much on the interface of academia, industry and government to drive industry lead Commercialisation of IP by building a Professional Services delivery approach. He has a passion for both the development and adoption of innovation to drive health and wealth. Fraser was recently on the Board of Opportunity North East which secured £30M for a Life Science Innovation Hub in Aberdeen and is a member of The Life Sciences Industry Leadership Group, that advises the Scottish Government.

Chetan Parmar – Interim CEO

Chetan spent over 9 years at Intertek Group plc in a number of senior leadership positions including leading Intertek’s Food & Agricultural Services global business line and more recently their Life Sciences global business line. He has been successful in establishing and developing key customer and stakeholder relationships across developed and emerging markets, including food manufacturers and processors, regulatory bodies, government agencies/NGOs and commercial joint venture partners. Prior to Intertek, Chetan spent 5 years at Deloitte. He holds a PhD in Chemistry and is a Fellow of the Institute of Chartered Accountants England & Wales.

Lynda Burns Hussein – Chief Operating Officer

Lynda’s background is in programme and project management. She has worked on projects as diverse as the introduction of the Transport of London Oystercard in 2002 to most recently leading the re- design and delivery of investment funding to construction employers at the Construction Industry Training Board. Lynda brings substantial experience of change management, portfolio governance, assurance and project controls in local and central government, higher education, financial services and transportation.

Paul Extance – Financial Controller

Paul has 30 years’ financial management experience in international quoted companies in the Engineering, Security and Technology sectors.
He has held divisional and group finance positions including European Finance Director within Delta PLC’s Engineering Division, Finance Director for Chubb Global Safes, and Group Controller at Gunnebo AB and Identiv Inc.
He is an angel-investor and Finance Director in a technology start-up, and is experienced in supporting businesses growing organically and by acquisition. Paul has an MA degree in Economics from the University of Cambridge, an MBA from the Open University, and is a Fellow of the Institute of Chartered Accountants, having trained with KPMG.
Outside work, Paul enjoys travel, walking and opera.

Charlotte Milligan – Head of Policy and Communications

Charlotte spent more than 20 years at ITV Yorkshire as a journalist and was Political Editor and Head of Output for many years. Having left ITV at the end of 2008, Charlotte worked for a London/NE based public affairs company. This has involved creating both political and communication strategies for clients in the UK and the US. During this time Charlotte built up a wide network of contacts across the political spectrum and a thorough understanding of political procedure across a range of issues. Alongside this, Charlotte runs her own media training courses to teach senior executives how to create and deliver messages under pressure in a range of formats, including the broadcast media. Charlotte provides political and media support to the Conservative Yorkshire MP, Kevin Hollinrake, and is therefore regularly in Westminster and to other clients on an ad hoc basis.

Gemma Cash – Portfolio Administrator

Gemma is a qualified solicitor, graduating from Kings College London with a 2:1 and subsequently Guilford College of Law with distinction in 2005. She practiced as a family solicitor with a firm in Southampton for 6 years before moving up to Yorkshire. Her involvement in the CHAP dates from the drafting of the CHAP Consortium submission in 2015.  She brings to the role a wealth of background information and knowledge. Alongside her responsibilities as Portfolio Administrator, Gemma will assist external legal advisors and with the general administration of CHAP.

Helen Stothard – Office Manager

Helen has a long history of administration roles across a variety of sectors, including Finance, the Motor Trade, Architecture and a Private Hospital as well as having run her own business as an Executive Virtual Assistant for a number of years. Alongside her role as Office Manager, Helen also looks after the day to day finance transactions for CHAP.
